Colour:
Both men and women fall into the fashion mistake of wearing the wrong colour for their skin and hair tone. Wearing the right colour tights:

I think that you are misunderstanding what "black tie" means. It does not simply mean that you wear a black necktie. It refers to a tuxedo/dinner jacket very specifically.
The appropriate attire is a tuxedo/dinner jacket (with jacket and pants), a white tuxedo shirt, a black or navy bowtie, a black or very dark vest or cummerbund, black shoes (patent leather if possible), and black hose/socks.
Although it is becoming more common, neckties with tuxedos are still no-nos (popularity does not equal quality). If you wear what I mentioned in the last paragraph, you will be good-to-go.
